Anne Josephine Flanagan the Co-Founder and CSO of Boyd Strategy Group where she advises senior technology executives on policy risk at the intersection of Data and AI governance. She is a renowned and award-winning international technology policy expert and strategic business leader with experience across five continents, including in the EU and Silicon Valley.

Anne spent over a decade shaping the government of Ireland’s domestic policy and international diplomatic strategy for technology, data and telecoms, including representing Ireland at the European Commission and the Council of the European Union. In addition to advising the Taoiseach and Government, she negotiated nine EU legislative initiatives on digital policy, and helped shape the EU’s early approach to AI.

In the U.S. Anne has held a number of senior and executive roles in the private sector, with the consistent theme of advising global and business leaders on responsible and sustainable innovation. At the World Economic Forum, she led a global portfolio on data policy, privacy and governance, including spearheading early work on agentic AI. At Meta Platforms Inc. she headed cross-product policy strategy for Meta's Reality Labs, notably on VR, AR and privacy in the metaverse. Anne also served as Vice President for Artificial Intelligence at the Future of Privacy Forum, the Washington D.C.-based non-profit, where she established and led the FPF Center for AI.
