Fatima Abukar
Fatima is the Principal Advisor for Responsible AI and Data at the Financial Conduct Authority (FCA). She leads on the FCA’s work on Responsible AI and plays a vital role in supporting the FCA's strategic goal to become a tech-positive and smart regulator by ensuring the FCA and the financial sector use AI safely and responsibly. Since joining the FCA, Fatima has established an independent and specialist first-line function to formalise AI governance and embed best practices so that staff harness AI safely and responsibly.
She also plays an important role in advising on regulatory AI initiatives developed by the FCA. Fatima is a recognised thought leader in finance, technology, and policy and has over a decade of experience driving innovation in central banking and financial regulation. Fatima has been named among the 100 Brilliant Women in AI Ethics 2025, highlighting her positive influence in shaping the future of financial regulation. Fatima previously headed the Operational Risk and Resilience Hub at the Bank of England, Prudential Regulation Authority, where she oversaw AI and Machine Learning adoption, crypto, and cybersecurity across international banks operating in the UK. Fatima holds a Master's degree in Artificial Intelligence Ethics and Society from the University of Cambridge and a Master's degree in Public Policy and Management from the University of York.
